I am able to access the js file directly using a browser so the file is definitely not missing and is readable. However, the side-bar of the ovirt webadmin is not showing (or more precisely: it loads and shows for a split-second and then disappears).
The Web Console shows a similar error message as the one below, referring to the same js file and in addition says:
