How did you install the engine? Automatic install via ovirt-engine appliance? If so, it's likely that the engine is installed in "Virt" only mode.

Yes, I used the appliance OVF

Can you also check "engine-config -g AllowClusterWithVirtGlusterEnabled" - this needs to be true.
