vdsm disables the balloon historically. a new option to enable it has been added, but engine doesn't send it yet. you can write a small vdsm hook script in the meanwhile to enable it (samples: http://gerrit.ovirt.org/gitweb?p=vdsm.git;a=tree;f=vdsm_hooks )
