Does the gust agent report the applications list inside the VM? (you can check that in the webadmin) If it does + this list contains the qemu-guest-agent then you can set the config value "AgentAppName" accordingly (by default the engine determines whether the guest agent is installed by checking whether this list contains either ovirt-guest-agent-common or ovirt-guest-agent).
