AFAIK we don't configure IPs which Apache should listen on, we just add
handling for '/' and '/ovirt-engine' URLs and configure SSL certificate.
So
could you please check if default Apache config hasn't changed between F23
and F24 (for example listening on IPv6 only by default)?
