using ovirt 3.6 you can do it from the UI, just edit vm and select the cpu model you like (in edit vm dialog - under 'System' subtab, 'Advanced Parameters' http://www.ovirt.org/Features/Cluster_parameters_override
You'll need to write a vdsm-hook script which manipulates the xml that is used to set a lower cpu.
