Hi Robert, I'm just speculating, but maybe the package on the oVirt is too new or too old ? What version is your Foreman ? I was able to install the oVirt plugins under Foreman and have the oVirt engine setup as a computer resource. Where I am running into an issue is adding Foreman as an additional provider under oVirt.
