Actually oVirt simply makes the node you initially install the HostedEngine on the baseline, which is why it says in the docs that you should run it from your "oldest" machine to ensure it doesn't fall over in case an even older host wins the contest for running the management engine VM after "HCI teleportation". I know, because it's one of the many things I did wrong first time around ;-) RTFM
