Adding user in webadmin works only for already created user to see/set permissions for them. In the dialog is Search row, when you press Go and internal is selected in the first selectbox, all users will be displayed in table below. You check some and then press Add.

Thank you. This worked perfectly. Maybe there should be a small hint in UI that you can't add users from there.
