Pretty close, it was a reboot of the host that had been running the engine, no maint was
set. It came back on its own, I guess all it takes is it boot back up and wait?

you are probably running 4.2 in global maintenance mode right? We do not download the
vm.conf unless we need it and since you just rebooted the machine it might be missing
indeed.
It should recover properly if you let the agent do its job and start the engine by itself.
It will download the vm.conf in the process.
