i think this is related to https://github.com/ansible/ansible/issues/46603 my colleague had similar problems with ansible 2.7.0 and yum, he told me his issue went away with ansible 2.7.1 would be nice if oVirt ansible could be updated to 2.7.1
Ansible 2.7.1 has been released in EPEL repositories. We are going to issue an async update including oVirt Node by the end of this week. CentOS hosts can be already updated consuming ansible 2.7.1.

Since this is only a test environment and i could easily switch the hosts to upstream repo mirrors I didn't do any further debugging. Maybe the Spacewalk server is too old...
