I see that too, but only on Windows 2008 R2 guests... No one else ever said anything about it, so I thought it was just me:) Hehe, just the same here. I see this only on VM startup, though.
I thought this might be because the balloon driver needs the guest agent to work and obviously this is not loaded yet. I assume further ballooning resumes normal operation later on?
