You need to perform exactly those steps I wrote below to install oVirt 4, all dependencies including PostgreSQL are automatically resolved either by 'yum install ovirt-engine' or by 'engine-setup'. If you still have some issues, please provide exact errors from 'yum install' steps or setup logs from 'engine-setup' step.
