Please open an issue at https://github.com/oVirt/ovirt-web-ui/issues and we'll look into it. Is your VM definitely running (i.e. not suspended) when users first try to connect? I ask because [https://github.com/oVirt/ovirt-web-ui/issues/516] was reported already for that.
