Either this or maybe the migration_ovs_hook_enabled can be removed
completely. Your bug will help to track this.
Also, after the upgrade no VM can be started before redefining all
the network connections - shouldn't the release notes be updated to inform about
that?
Maybe this did not get enough attention, because the OVS switch type is
just in technology preview state.
