Live snapshots is support from qemu 1.1. However, qemu 1.1 is not included in Fedora 17 or Ovirt-node.
Besides the Virt-preview repo, when is qemu 1.1 expected? Effectively, there is still no live snapshot support in Ovirt 3.1
The oVirt 3.1 management platform supports live snapshots if you have a qemu release that does. Fedora doesn't update it's qemu mid-release - so you have 3 choices - use the virt-preview repo - wait for F18 - compile your own.

I am afraid you should upgrade qemu manually to 1.1 at least. Use the virt-preview repository here http://fedoraproject.org/wiki/Virtualization_Preview_Repository
