my colleague had similar problems with ansible 2.7.0 and yum, he told me
his issue went away with ansible 2.7.1
would be nice if oVirt ansible could be updated to 2.7.1

Since this is only a test environment and i could easily switch the
hosts to upstream repo mirrors I didn't do any further debugging. Maybe
the Spacewalk server is too old...
