[Users] Data Center is being initialized, please wait for initialization to complete

Hi, Occasionally, mainly after doing larger disk operations, I see this : Data Center is being initialized, please wait for initialization to complete and then the SPM host changes ... I didnt see any particular load on that server at the time it happened - I simply told it to delete some VMs from a export domain. Any clues ?
