No, unfortunately the issue is not there.
The new value of OvfUpdateIntervalInMinutes will not be consumed until the
engine will restart reloading it but in our case it's not restarting in the
middle so it's still 1 minute.
Can you please share engine.log from your bootstrap VM?
I fear that in the DB you are trying to restore there is some dirty value
that cause the engine to fail serializing the OVF_STORE.
