I'm not sure that's the proper usage. If you're installing RPMs - So you should run engine-setup. otherwise (using a devel env without JBoss rpm) engine-setup won't work...

We usually run oVirt on Fedora machine. Can you check if the following file exists on your machine:
"/etc/ovirt-engine/web-conf.js"
