You can't migrate the engine to a normal host added via add host. To join the hosted-engine pool, you need to run hosted-engine --deploy and point to the same storage used by the engine. ovirt-ha-agent is a daemon that run on same of your hosts to provide HA capabilities for the engine VM, not all the hosts of your cluster could/should be involved in that process. So, inside you cluster, you have a set of hosted-engine capable hosts.

You have just to install http://resources.ovirt.org/pub/yum-repo/ovirt- release40.rpm on your next host. Than you can go to the engine in the hosts section of that cluster and choose New. Since 4.0 you can also choose to have your new host participating to the hosted-engine pool from the engine itself.

Actually the haveged workaround is to apply on engine server, tipically when it is deployed as a VM, not the host. HIH, Gianluca
The effectiveness of HAVEGE (HArdware Volatile Entropy Gathering and Expansion) on virtual machines is quite debated. Having more entropy on the host could also help, but yes, we also have to add a virtio-rng device to the engine VM: https://bugzilla.redhat.com/show_bug.cgi?id=1357246
