just a rapid test on freshly installed latest rc2 engine on CentOS 6.5:
on engine I get as version:

In both firefox 31.0 and chrome 37.0.2062.94 neither "expand all" nor
"collapse all" work as expected: they do noting.

Did you select anything in the tree? It doesn't know what to collapse or
expand if there is nothing selected.
You are right.
I have to select something to have them work.
If I select "System" or any other internal section they work correctly.
