I am not suggesting that 1GB qemu overhead is not interesting, but I do not think this list is the best place to find the answer. I suggest that you specify the libvirt and qemu versions, and take the question - and the bug - to qemu-devel@nongnu.org.

above example shows ~3 Gig VSZ but only 2048m are actually configured ...
if i'm not too blind and dumb :) ... 3030420 kb = 2959.39 mb ... and that's not what is configured as the VMs max allowed ram ...
