If it is set to "None", then after the settings in (2) you will be notified with a pop-up displaying the following: "Changes that require Virtual Machine restart: graphicsProtocol"
and after a restart both devices should be added.

BTW: if I try to set the video type to Cirrus from web admin gui (and automatically the Graphics Protocol becomes "VNC"), I get this when I press the OK button: Error while executing action: HostedEngine: - There was an attempt to change Hosted Engine VM values that are locked.
