I don't see the guest agents running on your screenshots.
service --status-all should show the guest agent as well, however on that particular machine you made the screenshot of, it's not even showing as installed.
The ACPI reboot should work though, even without the guest agent but not sure why it seems not to work for you.
Oh I just remember there was a bug related to the shutdown script rights, the latest version of the guest agent in the repositories contains a fix for that.
It might be that you're affected to the sudoers.d file bug which we did recently fix.
