May or may not be relevant in this case but /tmp and /var/tmp are mounted noexec.
I do not think this is tested regularly, but I guess it should be ok.
Any more logs you need let me know.
Can you please check/share full setup log? engine-setup should output the full path, it should be in /var/log/ovirt-engine/setup .
