Our ovirtmgmt is set not to be used by Guest VMs, only Hosted-Engine.

What am I doing wrong?
There seems to be a problem with the configuration of the ovirt-provider-ovn. If you do not want to use OVN networking, you can just disable the "Automatic Synchronization" of the ovirt-provider-ovn.
