oVirt node has VDSM installed as well.

VDSM is using libvirt to manage the VM lifecycle within the host.
There are 2 APIs that are being exposed and 'supported' in oVirt one
is
the REST-API the engine exposes which is used to manage Datacenters
(Host, Networks, Storage, VMs etc.), and there is VDSM API which is
used
by the engine to execute operations in the host level.
You can take a look in the architecture slides to get a better
understanding of what is going on -
