I missed the reply, so I'm a bit late responding ;-)
The screenshot from RHEV has a "Quota" and "vNic templates" tab
after
"Templates". Ovirt has the tabs "Volumes" and "Users" after
"Templates".
So there are some differences.

Question, did you create a quota first before trying to assign it. IIRC the
quota tab is hidden if there is no quota to assign.
