[ovirt-users] reboot doesn't allow modification to take effect.

Hi all, I observed many times that modifying a vm when running needs a reboot to take effect (for instance for a RAM update), but rebooting it isn't enough. I have to halt the vm, and even somtimes power it off for having the expected changes. Is it an expected behaviour?
