I have ovirt up and running but when I select the users tab, there doesn't
seem to be a way to add a user. If I select add, I can search users, but
cant seem to add new ones.

You add users in the AD or IPA system its attached to, then search and
'add' then in ovirt. I believe you can't have more than just the admin
user if not attached to one of those two systems.

oVrit supports other provider
types, as RHDS, for example.
But in general, your comment is correct - oVirt "manages" users and
groups over LDAP.
