Sorry, I missed that. I think that 'service ovirt-engine start' will be enough - no engine-setup will be needed, and that if you do run it (e.g. to upgrade), that too will work correctly.

If you want to move oVirt 3.6 database please don't forget on aaa-jdbc database for 'internal' domain configured in /etc/ovirt-engine/aaa/internal.properties By default it's contained in engine database but in different schema name ( 'aaa-jdbc' for internal domain, 'public' for engine).
