I noticed there is some support for saltstack in foreman. So this seems to be a first step to extend the support for different configuration management tools. I know RH seems to favor puppet (it's used in the new satellite product) but I don't think it scales well (talking about thousands of hosts to manage). actually Foreman has support for puppet, chef and saltstack. Although it's support may differ in maturity it should be in a usable state. Regarding puppet performance issues... did you read about Puppet Server? http://puppetlabs.com/blog/puppet-server-bringing-soa-to-a-puppet-master-nea...
