New subject: oVirt 4.4 new VM cannot be created in the datacenter other than Default?

So after setup of new DC and Storage and Host at 4.3 as the CPU technology is lower than
the Hosted-Engine machine. 
when I try and create a VM the only DC choice is the Default one.
Is this Normal or issue with 4.4?
