As far as I know there is no way to "force" moving the host to maintenance, at least not with the API. I'd suggest that you check the logs (/var/log/ovirt-engine/engine.log and /var/log/ovirt-engine/server.log) and see if there is some relevant message when you try that. If so, share those messages.
