Reasorces on shutdown and suspended vms

I assume that when we shutdown a vm, the cpu and memory are released back to the host. My question is about a linux vm that has been suspended or put into hibernate mode, what happens to the allocated resources? Another question I have is about adding a user to the vm during the creation process. is that possible? thanks for helping out Brad
