RHEV isn't compatible
with oVirt, in the same way that Fedora packages don't work on RHEL
- can ovirt manager use rhev agent?

you'll need to use oVirt agent instead.
- can ovirt use servers without virtualization extensions but with
QEMU
installed?
No we explicitly require KVM.
