What version of oVirt are you running? We've had a variety of snapshot issues (corrected in later releases) and snapshot problems similar to this since (RHV) 4.2.x until some of the later minor releases of 4.3. Some of the illegal states I overcame by powering the VM off and then attempting to delete the snapshot. Have you tried that? -Bernadette
