I have 3.5.1 all-in-one on fedora 20. I arrived at this level through upgrades but I think it should work. Did you try and find any errors?

The livecd also uses allinone, but includes some customizations, and is not intended to be installed from.

I think the defaults should be ok. You probably want to install the guest tools: http://www.ovirt.org/Features/oVirt_Windows_Guest_Tools Best,
