Is there a scheduled release/fix for this issue?

as stated in that bug, ovirt will allow spice for win8 and above in 3.6 Bug 1211231 - [RFE] enable SPICE/QXL support for Windows 8/2012 even without the QXL drivers then import should succeed as a workaround, you can add the support manually http://www.ovirt.org/OS_info#value_overriding
