Yes, this is intended: the hosted engine upgrade tool is an helper tool for
3.6/el6 -> 4.y/el7 transition deploying a new el7 based VM with a backup of
the 3.6 engine.
If you are already on 4.2 you can simply set global maintenance mode and
upgrade the engine VM as for a regular deployment.
