Primary passthrough: QXL gets dosent disabled on boot Windows 10

Not sure but perhaps you should be using qxl-wddm-dod driver for Windows 10? I think that's not the one included in spice-guest-tools so you'd need to download and install it from download in the Windows binaries section at, https://www.spice-space.org/download.html Let me know if that helps.
