Ok, i‘ve found the problem. I did install ovirt-release44.rmp on RHEL7 for copy/paste repo data into Sattelite Server, and the dependencies repo was not installed. I did install on RHEL8 and all repos were installed. Thanks for pointing out that in normal cases the ovirt-4.4-dependencies.repo should be installed too.
