Hello Vijay,
as the error suggests Windows 8 onward defaults to not doing a full
shutdown but fast boot, this is why in Windows troubleshooting it's suggested to do a
reboot as this does a full shutdown then boot.
You should probably disable fast-boot on the Windows guest.
