it’s going to be faster

I had configured, but, I want to migrate before fencing. It's too long to
start the machine again when phisical host not start.

The oVirt show if the phisical host is unresponsive. Virtual Machines
appear with a "?" on the status and I cannot start in another machine. I
have to mark "host has been restarted" and put in management mode.

You might be missing the architecture here behind 'not responding'. If the
host is not responding, we don't know what the status of the VM is. We
don't know if the host is up or down.
This has two consequences:
1. We can't migrate the VM (as we can't communicate with our host daemon -
VDSM).
2. We can't run the VM elsewhere (as we can't be sure it's down, it might
cause corruption if we run it twice).
I've over-simplified a bit our architecture, as we have capabilities both
for the host and the VM to see if they are still renewing their leases on
the
storage.
In that case, we don't need to fence, but we still need to handle the
situation somehow.
