As far as I know there isn't such an option but you can leverage
ovirt-shell to autostart VMs. Let us know if you have problems in
getting this going.
normally they would, when you define them as "Highly Available" they would be
started as soon as a shutdown/crash on one host is detected. It requires another host
though
