for some reason ovirtnode creates unecessary vg and lvs

As Yaniv wrote - those are LVs created by oVirt. Is the node currently in use in oVirt? if so, it should be connected to your storage server and have those vg/lvs.

I created a vg and an lv using targetcli on a centos 7.3 host,managed to connect my ovirtengine on that Lv.... Have you persisted your targetcli configuration? This has nothing to do with oVirt - we don't delete LUNs on the storage side. Y.
