if you have multi host in your cluster and u added the engine in those
hosts, the other host will take over based on score ...

Assuming that you configured another hosted-engine host, ovirt-ha-agent
will try to migrate or eventually restart the engine VM to ensure HA.
The downtime depends on how the host went down but it can be around a few
minutes.
