no, VDSM does not catch any such events to clean the VMs up.
You should not interact with the hosts directly this way.
If you need to, than you should first put the host to maintenance mode.
Moving to maintenance mode will than migrate the VMs out of the
running host and prepare everything in a way that the host is again yours.
The behaviour depends on the software which communicates with your OS,
it it's properly set up, then standard shutdown of OS is executed, so
standard shutdown signal is sent also to libvirt.
But from oVirt point of view, it this happens when host is not in
Maintenance, host will become Non Reponsive for oVirt and oVirt will
try to fence the host using power management agents which you provided
for the host.
