core: Fix boot protocol report

The patch handles mis interpreted boot protocol value by the engine.
* It modifies the logic to resolve which boot protocol is set for the
interface.
* Supports the 'static' value for BOOTPROTO
* Adds evaluation of the boot protocol for bond and vlan for the benefit
 of bridgeless network.
